 Here's a way, a solution that would generate something dynamic into a static latch to fill the vacuum of degenerated patterns that have collapsed:

     But, as seen, when degenerate patterns of value collapse sometimes they want to bring other values down with them.  This is why new patterns can't latch.  Degenerate patterns will not let them.
