You might try a less strict rule:  for example, you cannot enter the circle 
without permission, you cannot stay overnight or you cannot attend 
certain meetings.  You don't want to inadvertantly create divisiveness, 
distrust, envy... 
What if you have a life-threatening appendicitis attack in your 11th month 
of "outer ring learning"?  Do you have to start over? 
Or do you want to model DQU on Scientology?
