I'm not sure how much help I'll be, 
since I've never heard of "conservative 
statism". If anarchy is the view that there is no 
legitimate state & statism is the view that there is, then 
"conservative statism" could mean that the state (in 
order to be legitimate) must be kept as minimal & 
as local as possible. 
   However, if "statism" means that we should rely on
the state (rather than on individuals & voluntary associations),
then I'm against it.
