Desire and expectation, bridal and saddle. Easy tools for control,
a populace void of them, more difficult to move and manipulate.
Requiring more subtlety and guile on behalf of any leader to bend
to thine will.

I am not a Buddhist, but it is my understanding that Buddhism's
fundamental tenant is to nurture compassion, and work towards the
enlightenment of all..

Right and enlightenment entails the elimination of desire.. An enlightened
population without desire or expectation is an emperor's wet dream; wouldn't
you think?
