Addendum: The problem with liberalism/neoliberalism is that it puts "life, liberty, health, limbs or goods , or "life, liberty, PROPERTY" on the same level, making right to property -- from one's toothbruth to capitalist means of production and exclusivist markets-- inalienable. IMHO, the correct balance between individual and community can be worked out in genuine visionary ethical socialism (as espoused, say, by the likes of Michael Harrington, and not to mention good old non-marxist Karl Marx). Genuine ethical socialism is of very very high social-itellectual value, and DQ will express itself thus.

"The essential criticism of liberalism by communitarianism is that the
individual is not constituted prior to social construction but is
constituted in and out of social context.  Secondly, it is agreed that the
primary concern for human beings is the quest for a good life, and this can
only be acheived within a social context of practice or tradition.  Royce
would basically concur with these ideas.  Dewey adds a telling criticism of
liberalism that is related to these issues and that concerns the assumption
that civil liberties will take care of themselves:
