[MD] MOQ would seem to imply that above human intelligence computers

Nothing points to this being a logical conclusion. Its bizarre to my 
mind to think you can know the limits of DQ and that we are the chosen ones.

Very bizarre, indeed. This is Quality as a Q-God, or Qualigod, a 
sentient force handing out (or withholding) its boon to The Chosen. 
Do we suppose there is life (say, biological) elsewhere in the 
cosmos? Will it never evolve a "social" level because we humans here 
on Earth have one? Or does life appear no where else in the cosmos 
because it has appeared here? That actually makes Quality a very poor 
orchestrator, having to create an entire universe just to create one 
tiny planet on which to bestow the blessing of biological patterns.

This is basically saying something like, "Apes will never evolve 
social patterns because humans have them." This makes the ability to 
respond to DQ something NOT inherent in the patterns themselves, but 
a switch that can be turned on and off by an external agent. Bizarre 
is putting it kindly.
