Since this is almost a direct quote from Chalmers on his default or starting
position as he takes on the problem of consciousness your beef is with him
not me.

Looking backward in time we see dmb claims to have no beef with James who
states unequivocally that he is an empiricist focused on parts rather than
wholes and working from the bottom-up.

But ease up on the snarky bits here you are going to hurt dmb's feelings. He
