Problem:  Conflict amongst the inhabitants of America about illegal
immigration.

Solution: Use database technology to keep track of employer needs on a
regional basis, and keep track of visitors allowing easy access across the
border for shopping and tourism and agricultural work during peak times.

Instantiation:  Issue to applicants in Mexico, US and Mexico, a NAFTA card
which allows easy cross-border travel, and allows a simple way for employers
to check on employees.  The technology involved is simple enough and the
reward system would be built-in.  Start out by allowing all applicants 3
weeks of working in a foreign country and make this opportunity flow both
ways.  Right now its illegal to Americans to work in Mexico or Canada too.
A working vacation should be available both ways.

But the system would also be malleable enough to allow for expansion and
contraction with the economic times.  That is, potential employers could
post via the internet, their particular needs and current wages offered.
When hiring a cross-border NAFTA worker, there would be a way of tracking
wages and adding an additional tax which goes into a fund that pays for the
extra expenses incurred in schools and health care (emergency room visits).
Since all the economic information is fed into a central information portal,
the cost of immigrant labor can be ameliorated.

Then, heavily penalize as "potential terrorists" those who enter illegally.
This could also be used in the fight against the growing problems of drug
cartels taking over the border.  Known associates of the cartels would be
denied.

Penalties for overstaying the allowed limit would also be as easy to enforce
as overdrawn bank accounts at the ATM, with suspension of future visits for
a set time.

Rewards for being a good citizen, playing by the rules, would also be
assigned.  For instance, each year a card holder visits and returns within
the alloted time allowed, the following year a week more is alloted to their
allowable time.
