Based on the context, I think the statement "Quality is nature" means "Quality is not supernatural". You know, because he's distinguishing his notion of Quality from Bradley's Absolute, which is supposed to transcend nature.
Either that, or he is saying Quality is made of old growth lumber rather than artificially scented plastic.
Just kidding.
No to confuse the issue, but I think it is about human nature. If Quality is the front edge of every moment of experience, then it is already a part of your nature whether you realize it or not. It is easy to miss because it's sooooo right under your nose and it's never not present. You couldn't think or act without it and yet we go around thinking our rational, conscious mind is in charge. It's the other half of our brain. It's what mystics fully realize, what artists ride like surfers, athletes use it to act when there's no time to think and babies know nothing but. It's anything but transcendent. It's what you know before you know it right here and now. It's nature in that sense, I think.
But forests and mountains are real nice too.
