You're taking pre-intellectual experience to mean that it is "prior" to social patterns or "prior" to the static levels as if we were talking about "prior" in an historical or evolutionary sense. But that's not it at all. The cutting edge of experience is prior to language by a tiny fraction of a second. We're talking about what happens in every moment of experience. The dynamic and the static are constantly interpenetrating each other in every moment of experience and the former is constantly being converted into the latter in every moment of experience.
