That's the direction the MOQ leads me to. Substitute "values" for

I agree that values(Quality) and intelligence are synonomous because any
time you have a choice, you have an intelligence making that choice.  I'd
also say "experience" is contained within this formulation.  What possible
experience can there be outside of intelligence?
