You've got the right locution, but the wrong interpretation of it.
On the one side, we have the discussion (the "finger pointing" or
tongue wagging) & on the other side, we have what is being discussed
(the moon).
The discussion is always "intellectual static quality"; what is being
discussed can be any of the 4 levels of PoVs or (per example) DQ.
To declare that both sides must be "intellectual static quality"
is to "mistake the moon for the finger pointing to it".
