You're both right.

1) We don't "follow free will" &
2) Pirsig says we act freely "to the extent we follow DQ".
But he doesn't say that we act freely ONLY to the extent we follow DQ.
He leaves it open that there are other ways to be free; e.g., by
making free choices.
