Yes, but don't neglect the advantages of "economies of scale".  We could have full employment throughout the
nation if the citizens of every county had their own, unique word processor program.  It would be full-time work for everyone to translate every email or document that came from outside the county.
In short, you don't want to spend your resources on "reinventing the wheel".
