John, again, the analysis of the SOMist status-quo in MoQish terms is
a given. Yes already.
But don't give up on the "how" so easily .... you said:

this. And it often doesn't work because even when they see their own
selfishness laid open, people still often choose it anyway."
"it often doesn't work because .... [of our behaviour]" that's what we
need to fix, our behaviour, by working out how it could and should be
governed.
And BTW - I detest all this "people this, people that" rhetoric. If
you want to make a point abut a person's behaviour make it (in a
constructive manner, naturally).
If not, "we" are all in this together. They are we.
