Some schools of thought disagree.

That was a major source of disagreement between Von Mises and Ayn Rand, 
and it continues to this day in their schools.

One of AR's major villains was a "values free" scientist - 
http://conservapedia.com/Robert_Stadler . Indeed, "Atlas Shrugged" can 
be seen in part as as reply to Von Mises (among many others). Rand was 
hotly against the Kantian a prior deduction system of the Mises people 
(which echoes in the Rothbard wing of the libertarian party).
