I've never liked this wording. All to often it implies an elimination
of agency. I think it is more accurate to say Quality is akin to a field of
probability, where 'what is better' is often a complex evaluation that
hinges on a trajectory of simultaneous phylogenetic, ontogenetic,
historical-cultural and microgenetic processes. 



Joe replies:  In DQ/SQ metaphysics the agency is either DQ or SQ.  DQ,
indefinable, exists only in consciousness!  SQ, definable, has a dual
existence, manifesting beyond consciousness, intentional reality, in
emotional behavior, definable reality
