In my paperback edition of Lila the pages you offered correspond to chapters
6 & 12, which do not contain the quote I was inquiring about.  Perhaps you 
could provide the chapter in which the first discussion takes place?

BTW, the following quote would seem to support the primacy of the
individual:

    "....societies and thoughts and principles themselves are no more than
sets 
    of static patterns.  These patterns can't by themselves perceive or
