Your "3 parts" of the Metaphysics of Quality are a good start to the primer.  (I agree with Platt that we should reserve 'level' for the divisions of static quality.)
Can I back up one step & ask for agreement on the abbrev. of the 'Metaphysics of Quality'?  MOQ vs. moq vs. MoQ?  (Just in case some search tool is case-sensitive.)  It will be a good test case to see if we can agree on anything.
