Just to add a real life example of what you guys are talking about:

In Vermont, Brattleboro I think, there is a history of public nudity in certain circumstances.  Just this
 summer a group of teenagers has made an issue of congregating in parking lots at public 
establishments(convenience stores, restaurants, garages, etc.) and they take their clothes off and, 
hang out, so to speak.  Some people have objected and the authorities have investigated but decided 
that they are not breaking any laws and they have decided to leave well enough alone.  The issue is pretty much a non-issue.
