True.  My last clause should read "if the preponderance of evidence indicates it is not necessary".  My claim was that dropping the bombs on civilians should have been deemed unnecessary (based on the preponderance of evidence) because we could have warned the civilians to evacuate military targets without jeopardizing our choice of targets.
