Except in the case of totalitarian nations such as WW II Japan, the preponderance
of evidence was that it could care less about civilian casualties. Today,
Islamofascists deliberately target civilians. So warnings about where we were
going to bomb would be ignored and probably interpreted as another sign of weakness.
