No. Enforcement of criminal laws "by means . . ." etc. Obviously you don't
discipline kids and stop out-of-wedlock births with guns. As you said, 
education is key, along with nonviolent pressures, to increase the strength 
of social values.

As said at the outset, the establishment must be convinced of Pirsig's 
analysis of the problems for change to occur. We are doing our small part here,
but it's a long, hard road.
