It's only Bush and Cheney's fault in the sense that they are SoMists,
like most people in the world today - looking for "causes" backed up
with things like "proof".

The correlation between all those things is not that any one person
"caused" them all - how dumb a suggestion would that be ? - The
correlation is that they are all the complex outcome of decision
making using the same discredited objective / scientific methods -
steadfastly trying to impose illusory simpifications on inteconnected
reality.
