Perhaps. It would depend on the specifics of the violation.

If they knew that they couldn't depend on others to take care of them, there would
be few poor or lazy.

Forced, my foot. Force is when someone puts a gun to your head to bail out
a ne're-do-well, probably an illegal Mexican.
