About Tao I don't know, but in the MOQ (as I see it) intelligence has its 
root in the  biological neural system (brain) that allowed for storage of 
earlier experience, its retrieval and ability to play various scenarios ("if I 
do this, that will happen", without language of course) something that 
makes animals - birds even - so smart and able to learn new tricks. 

This ability reached a peak with the human neocortex brain and was 
something that the social and intellectual level - in turn - utilized for 
own "profit". With intellectual level this biological pattern added to the 
social pattern called language became "thinking" (the silent dialogue 
we endlessly keep going) and intellect from within itself (from SOM) 
saw thinking as something going on at an inner subjective realm 
different from the outer objective realm and further declared this inner 
realm as "intellect". 

With the advent of the MOQ, SOM was reduced to the 4th. static level 
and its value the very inner/outer distinction. Try to muster your 
intelligence Gav to grasp this Copernican revolution. Intelligence does 
not underlie all levels, Pirsig refutes this in the Paul Turner letter. 
Value underlies everything
