Good news it is. "levels" are relative to the society that defines them.
making them arbitrary and secondary.

Several times I have tried to make the point that rather than "levels" it is
a matter of focus. It is what we are choosing to look at or to attend too. I
have claimed that there is a fractal structure to this in the form of self
similarity across scale. Our friend dmb gets a hint of this when he talks
about holons were everything thing that is a whole in one sense is a part in
some other sense. 

In my ongoing attempt to over simplify I would say: 

Zoom in
Zoom out 
Refocus
