Rape and murder do not exists at the biological level, only at the social. As
such, the social level is controlling the social level. I don't know how else
to say this.

I'd say that "rape" is a social level pattern used to control "sex" which is a
biological pattern.
You're right, Mark, a dog is incapable of "rape" because rape is defined at the
social level, but it is a definition whose purpose is to regulate and control
biological patterns. Rape stigma is a social pattern controlling (or trying to)
your body's biological urges in response to DQ.
So I think Horse's initial question still stands.
Just as an aside, I said "rape stigma" because I think social level dominance
of sex in this way was enforced with raw power (stoning, beating, branding,
etc.) more out of the concept of "owning" women then protecting them.
"Rape laws", on the other hand, as defined and negotiated through the court
system I would say are intellectual patterns (alongside free speech is your
freedom to choose your sexual partners) controlling the social rape stigma
patterns which control the biological patterns of sex.
