Hi Adrie

The 11K Euros (9K Sterling) is the highest figure that can or will be 
charged by the 'top' Universities and yes this is an annual fee. It is 
also in addition to housing, food etc. So if you're at one of the 
Cambridge or Oxford colleges, maybe Imperial College London or one of a 
number of other Universities, you're yearly education is like y to be 
around 15-20K Sterling.
So very few working class students (younger or mature) or even middle 
class students will be able to afford this unless they get a bursary - 
which is still unlikely to cover all their fees.

The stupidity of this is that there used to be other institutions 
(Polytechnics etc.) that provided degrees and higher education but have 
now all been turned into Universities. The reason Polytechnics and the 
rest were turned into Universities is because they were funded at a 
lower level - some of the funding coming from industry. Once the 
Polytechnics became Universities the government cut the funding to the 
original Universities (to the same level as the Polytechnics) and then 
insisted that they charged fees where no fees had existed before! Either 
at Polytechnics or Universities.

Additionally, because of political interference in pre-University 
education - i.e. schools - and the dumbing down of the education 
process, including that at many Universities , kids now need to go to 
University in order to achieve the same educational standard as they 
previously got at school.

No wonder then, that they and many others are severely pissed off!
