Perhaps better is just the shorter "'It' may not be language all the 
way down, but it's language as far down as I can see."  If I 
understand the metaphor aright, "sight" is "conceptual," but the "I" is 
more than just a pair of eyes, so you would "need" more than just 
language or concepts.
