It does expand reason.
It's not "no explanation", it's just not a whole explanation - what is anyway ?

It's not "no choice".
It's no (enforced) choice between the logical options (apparently)
offered by the situation, ie a step back & sideways to find the BETTER
decision.

Your "also" is also very important.
