As I see it, Chaos is not a level nor is Quality. Levels represent a place
in time on the evolutionary scale and current status of Static patterns of
quality. Each level represents a ratchet point that attempts to protect
itself and it's achievements. Quality's goal is to organize the best system
possible, the ultimate static pattern. The ultimate destruction of all
static patterns is total chaos... no static patterns. Check out slide 9,
"Lila Train of Knowledge".

As I have noted elsewhere I think you should really look more closely was
what Chaos is and what it can do. You should also consider more carefully
your first slide. I believe the MoQ is Taoism packaged for westerners.
Quality IS the Tao. It is indefinable except in each passing moment. It is
the union of opposites and among the most significant and primary opposites
are the active and passive forces of Yin and Yang. Get it? "Active" as in
changing and dynamic and passive as in fixed or static.
Quality has no goal. It simply is.
The tension between order and chaos (read static and dynamic) is at the
heart of the creation stories of nearly every major civilization on the
planet. They all speak of how order triumphs over chaos. But then they all
go on about how we should act to preserve the ongoing order and keep chaos
at bay. The problem is that chaos is with us always. It never goes way.
