I find the problem not with the WRONG PEOPLE, but with the IN POWER, side of the equation.  ("All power corrupts & absolute power corrupts absolutely.")  Hitler was not a problem when he was merely a corporal, but only when he rose to chancellor.  Rather than tinkering with the selection process, maybe we should design the system so that no individual, party or institution has too much unchecked power.
