I don't think the other levels are cut off from DQ.  All levels have equal
access to DQ at any time.  If they fail to appear to its only because of the
heavy weight of existing static latches.  Realizations can and do continue
to occur in the Social Level.  There's no law I'm aware of that says once a
Level has been "topped out" by another Level, it can no longer respond to
Quality.  For this reason, I'm leaning more and more strongly toward the
notion that art is a Social Level function.  In broad, general terms, if you
can say that the Biological is about life and the Intellectual is about
ideas, then the Social is about communication.  All art is a form of
communication - a representation of our need to express.
